After the controversial statement of Kamchibek Toshiev about the border, the heads of the KDAM of Tajikistan and Kyrgyzstan have discussed and, according to some reports, signed a final document on the resolution of the border problem. The meeting was held on October 2 in Bodkand region.
Saimumin Yatimov, head of the State Committee for National Security of Tajikistan, said in a press statement that the two sides signed protocol number 44. “Implementation of this protocol will solve any issue, all the problems that used to be the cause of the conflict on the state border between Tajikistan and Kyrgyzstan. I declare with full responsibility that the signing and implementation of the protocol is the will of the leaders of both republics,” he added.
Kamchibek Toshiyev, head of the State Committee for National Security of Kyrgyzstan, also called the signing of the document a way to solve the border problem. He said: “This protocol is the basis for solving any border issue. God willing, we will soon make the final decision on finalizing the state border.”
The two sides have not stated their conditions for resolving the border dispute, which has been the cause of armed conflict and the killing of dozens of people over the past two years.
However, Nurghazi Anorkulov, a journalist close to Kamchibek Toshiyev, wrote on Facebook on October 2 that “Tajikistan has given up its territorial claims.” This was a demand that was previously put forward by the head of the Kyrgyz Central Committee. The Cabinet of Ministers of Kyrgyzstan confirmed the meeting and did not say anything about giving up border claims.
The Ministry of Foreign Affairs of Tajikistan and the government of the Sughd region reported on the conversation between the heads of the state security agencies Saimumin Yatimov and Kamchibek Toshiev and the signing of a document, but did not explain the details of the document.
The Tajik authorities only announced that the two sides considered it important to resolve the dispute on the remaining areas of the border and “gave specific instructions to the members of the working groups.”
“Topographic and legal working groups of the governments of Tajikistan and Kyrgyzstan continue to work on the draft plan of the Tajik-Kyrgyz state border line in the remaining part of the state border,” added the Sughd regional government. The Cabinet of Kyrgyzstan made a similar statement.

Earlier, a source close to these talks from the Kyrgyz side told Radio Ozodi that the parties have prepared a final solution, which includes the equal distribution of the disputed territories. According to this source, the chairman of the Kyrgyz National Assembly was against this solution, and therefore, during the meeting of the presidents of the two countries in Dushanbe, he made a loud statement.
At that time, Kamchibek Toshiyev reported the discovery of new documents regarding the border. On September 15 of this year in Bodkand, he said, “If Tajikistan does not give up its territorial claim, we will also present the documents. We have enough power and opportunity for this.”
Then the Ministry of Foreign Affairs of Tajikistan objected to these words and said that such words can seriously damage the border determination process and “trust of the parties”. The Ministry has not yet responded to the new news about the alleged withdrawal of Tajikistan from territorial claims.
By the way, since the beginning of this year, the parties have agreed that they will not talk to the press or make any statements about the conditions of the settlement of the border dispute. The Tajik side, which did not publish information about this before, continued the same way, but the Kyrgyz side has repeatedly published information that is in its own interest.
More than 300 kilometers of the Tajik-Kyrgyz border, which is about 1,000 kilometers long, is not clearly marked. The dispute is over water, pastures and lands, which both sides consider themselves to be the owners of.
The border clashes that took place in April 2021 and September 2022 resulted in tens of deaths and hundreds of injuries on both sides. In the recent conflict, Kyrgyzstan used heavy weapons from Pahpod or “Bajrakdor” unmanned aerial vehicles made by Turkey and Tajikistan. After the loss of life, the parties repeatedly stated that they will solve the border problem peacefully.
