The Ministry of Education and Science of Russia said on October 20 that the agreement between the governments of Tajikistan and Russia on the mutual recognition of scientific degrees and titles has been implemented, as all the necessary legal processes in this regard have been completed.
The statement of the Ministry of Education and Science of Russia states that this document contributes to the development of scientific cooperation and exchanges between the two countries. The signing ceremony of the agreement on the recognition of academic titles of scientists of Russia and Tajikistan was held on March 3 of this year in Dushanbe with the participation of the ministers of education of the two countries Valery Falkov and Rahimjon Saidzoda.
This is at a time when the topic of academic titles in Tajikistan has become controversial against the background of continuous disclosures of the “Dissernet” website after 2018. The names of many scientists and high-ranking officials working in Tajikistan, who received the titles of candidate of science and doctorate based on texts copied from the scientific works of other scientists, mostly Russian scientists, were revealed. Many authors have remained silent in the face of accusations of plagiarism. A small number said that they were defamed.
Eight years ago, Tajikistan established its Higher Dissertation Council, which separately from VAK or the Higher Attestation Commission of Russia, evaluates scientific theses of Tajik scientists and awards them academic titles. During this time, more than 1,600 people have received academic degrees.
